CALL FOR PAPER CLEI2010

CLEI is an annual event promoted by the Centro Lationamericano de Estudios 
en Informática, gathering researchers, professors, and students from Latin-
American Universities and Centers to discuss research, teaching, and the 
growth of the Computer Science area in the region.

CLEI 2010, the thirtieth sixth edition of this event, comprehends several 
activities, including paper presentation sessions, forums, discussion 
panels, thesis and dissertation contest, as well as talks from distinguished 
speakers.

These activities will be distributed in the following events:

Aims and Scope
The XXXVIth CLEI renews its objective of being the most important Latin 
American forum in which scientists, professionals and students exchange 
ideas and share the results of their investigations and experiences in 
information technology and communications. The event includes several 
activities, such as technical sessions with work presentations, discussion 
panels, tutorials and keynote lectures.

Paper Format
Information for submitting papers
•May be written in Spanish, Portuguese or English, and must be sent before 
the 10th of may 2010 only in PDF format through the site CLEI 2010.
•The proposed Papers must present original investigation results or reports 
with relevant experiences and must not be published nor in evaluation 
process for other conferences or magazines.
•The presented papers must have a maximum length of 14 pages, including 
figures, references and a summary up to 150 words in papers language and in 
English.
•The format is the one of LNCS.
•The final program and the acts will only include papers with at least one 
subscribed author in the AUTHOR category in the Conference before the final 
version submission deadline.
•A selection of the best papers will be proposed to be published in the CLEI 
electronic magazine. For such purpose, the invited author must present an 
improved and expanded version in English that will pass through a new 
evaluation process.
•A selection of the best related topic papers will be proposed to be 
published in the "Journal of Theoretical and Applied Electronic Commerce 
Research (JTAER)". For such purpose the the invited author must present an 
improved and expanded version in English that will pass through a new 
evaluation process.
•Proposals for tutorial courses (half a day or full day) must be sent by e-
mail up until the paper submission date to the Presidents of the Program 
Committee, with a course content and a curriculum of the 
presenter/presenters.
Information for the tutorial course proposal
We invite to send proposals of tutorial courses that present investigation 
results, or the review of a certain topic, or the introduction of an 
industrial or academic related topic. The tutorial proposal must be send by 
some of the course tutorial lecturers to the Presidents of the Program 
Committee, including the following information:

•Tutorial Title.
•Course content.
•Length.
•Interested Audience.
•Brief presenters CV.
•Course Language (English, Portuguese o Spanish).

Iberian-American Conference on Higher Education in Computer Science
CIESC-CLEI´2010 it is the continuation of a series of academic encounters 
held since 1991 in Santiago de Chile and along CLEI it takes place in a 
different Ibero-American country each year since then, renewing the 
objective of gathering academics and professionals engaged on computing and 
informatics of pre and post grades higher education areas. The Congress will 
include several activities standing out the paper presentation technical 
sessions, forums, and discussion panels, tutorial courses and keynote 
speeches of distinguished personalities in the area of Higher Education in 
Computing.

The papers (articles and papers) can refer to, among others, the following 
educational topics in computing and informatics:

•Initiatives related to higher education in informatics (results of the 
application of pedagogical approaches, tools, environments and methods, new 
topics, experiences or specialties.)
•Problems with higher education and proposals to achieve a solution 
(motivation, desertion, competition with the industry).
•Informatics and computing career accreditation process.
•Course structure design in response to the required competences by the 
industry.
•Encouragement and formation to take on entrepreneurial initiatives.
•Promotion of pre and post grade studies, to a middle level.
•Tools and support enviroment of teaching and learning.
•New teaching methods.
•Distance Education.
•Teaching ethics and social aspects.
Papers format
The papers, written in Spanish, portugues or English languages, must be sent 
in PDF format following the same instructions as the ones of the Latin-
American Informatics Congress. The papers will be evaluated by a Program

Latin-American Master Thesis Contest

The Latin-American Master Thesis Contest it is an annual event that takes 
place in conjunction with the Conference organized by the Centro 
Latinoamericano de Estudios en Informática (CLEI). The objective is to 
disseminate and transmit the work of Latin American students who have 
recently completed their Master Thesis in Computer Science.

Students who graduated in Master programs in Latin American Universities may 
participate in the contest. The work submitted must be by a single 
individual (can not be a group).

To participate in the contest, a summary of the thesis should be submitted.

Contributions will be judged by an Evaluator Committee which will select the 
three best theses.

Each winning thesis must be presented orally at CLEI 2010; the summary of 
each winning thesis will published in the proceedings of the XXXVI 
Conferencia Latinoamericana de Informática, to be held in Asunción, 
Paraguay, 18 - 22 October 2010. The work must be presented personally the 
conference CLEI to receive the award.

Paper submission (up-to-date Information on the 19 of March of 2010)
The papers must be submitted, exclusively, througth the JEMS contribution 
reception system available on the Easychair link, 
(https://www.easychair.org/login.cgi?conf=cltm2010).
Three (3) files must be sent, each one of which must adjust to the following 
indications:

First File (Presentation Page)Must be in PDF format:

•Work Title
•author name and e-mail  (we repeat that we will only accept individual 
papers);
•Institution of origin,
•Institution address, including telephone and fax; and
•Name, e-mail and address of the paper director
The following two pdf archives must go together in a compressed .zip file 
format which must be attached in the section of “attachment”.

Second file (Master Thesis summary)The summary must be between 10 to 20 
pages long in Spanish, Portuguese o English. It must be sent in PDF format, 
suiting to LNCS format.

Third file (Proving documentation)PDF format digitalized version of every 
proving documents necessary to demonstrate the author´s grade (a copy of the 
Master grade certificate within the set dates in this calling or an 
equivalent document).

Note: In the section of “abstract” you must include a summary of not more 
than 300 words. In the section of “keywords” you must include up to five 
referring key words to your work.

LATIN AMERICAN WOMEN IN COMPUTING
Now in its second edition, LAWCC 2010 is a event of CLEI 2010, a conference 
promoted by the Centro Latinoamericano de Estudios en Informática (Latin 
American Center of Studies on Informatics). 

The main goal of this event is to give support and to incentivize women in 
actively participating in areas of computing.

LATIN AMERICAN AND CARIBBEAN SYMPOSIUM IN INFORMATICS HISTORY
The evolution of the communication and information technology (ITS) in Latin-
America and the Caribbean (LAC) aprocess that it has been experienced in our 
subcontinent for nearly fifty years, and it already has a rich experience 
with prolific protects and pioneer initiatives.

Half of century from its incorporation to the reality of our region, this 
disciplines have grown enough to start making a balance and to worry about 
its past and origins. This reflexion and study will help strengthen the 
community and the identity of the discipline, and to document the 
experiences that can contribute project future developments.

Some possibles focal points for the development of historical investigations 
and the collection of testimonies are (among others):
•The beginnings of computing in LAC, its links with Mathematics and the 
beginnings of digital electrónics.
•The social vision of the computers in its dawn and its insertion process in 
the academy, the state and productive sectors.
•The development of academic computing and the pregraduate, graduate and 
postgraduate carrers.
•The development of the investigation in informatics, investigation groups 
and institutions and their production.
•The development of computing in institutions and public and private 
enterprises.
•The collaboration and cooperation in LAC. Regional and international 
projects.
•Informatics Nacional Policys (INP). The influence of the existence or 
lacking of state policys in the informatics national development.
•The development of communications, and its ALC social impact.
•The Latin-american thought about Science and technology and its projections 
in national and regional informatics projects.
•The constitution of academics networks and their influence.
•The evolution of internet, and the participation of LAC institutions in 
this process.
•How to maintain the educative and cultural identities of LAC countries in 
the Internet globalized world.
•The informatics development projects and the personalities that played a 
leading role in the development of informatics.
•The determination of the existence, preservation and socialization of the 
constituted patrimony, artifacts, information supports, documents and 
technologies used in the different stages of the becoming of informatics 
For this first Symposium it is being summon to submit contributions, that 
ascribe o the following categories:
•Investigation works. Articles that present different dimensions of the LAC 
Computing history. It must contain a structure, development and 
argumentation based on documentary sources, references, related work 
discussions.
•Testimonies. Writings that present the direct witnesses' personal or groups 
experience of some event, historical fact o experience that be of relevance 
for LAC informatics history.
•WEB site. Documents, photographies, videos, equip design or systems, 
brochures, journalist articles, books, courses, class notes, computational 
programs, etc, may be presented, even if it has been previously published. 
The digital objects send must be accompanied by a comment note where it 
describe the relevance of the object in the context of LAC computing 
history. With a selection of the send material it will be implemented a web 
site which name will be "LAC informatics historical annals".

Place of the eventThe 36th CLEI it is organized by the Universidad Nacional 
de Asunción (UNA) and by the Universidad Autónoma de Asunción (UAA), with 
the collaboration of the Universidad Católica "Nuestra Señora de la 
Asunción"(UC), the Universidad Nacional de Itapúa (UNI), and sponsored by 
the Latin American Center of Informatic Studies (CLEI) and by the Entidad 
Nacional Yacyreta(EBY) and the National Council of Science and Technology 
(CONACyT). It will take place in the city of Asunción, Paraguay.

Paraguay it is considered the heart of America. Its geographical location in 
the heart of Mercosur makes the country easily accessible by air, land or 
water. As a result, its main cities are successful in attracting 
conventions, congresses and fairs. It has a moderate weather. Its capital 
Asunción has been declared in 2009 American Cultural Capital.

<h2>Information for submitting papers</h2>

     Portuguese or English, and must be sent before the 10th of may 2010 only
     in PDF format through the </span><a href="http://www.clei2010.org.py/administrator/index.php"; target="_blank"><span lang="EN-US">site CLEI 2010</span></a><span lang="EN-US">.</span></li><li class="MsoNormal" style="line-height: normal;">

<span lang="EN-US">The proposed Papers must
     present original investigation results or reports with relevant
     experiences and must not be published nor in evaluation process for other
     conferences or magazines.</span></li><li class="MsoNormal" style="line-height: normal;"><span lang="EN-US">The presented papers must have
     a maximum length of 14 pages, including figures, references and a summary
     up to 150 words in papers language and in English.</span></li><li class="MsoNormal" style="line-height: normal;"><span lang="EN-US">The format is the one of </span><a href="http://www.springer.de/comp/lncs/authors.html"; target="_blank"><span lang="EN-US">LNCS</span></a><span lang="EN-US">.</span></li>

<li class="MsoNormal" style="line-height: normal;"><span lang="EN-US">The final program and the acts
     will only include papers with at least one subscribed author in the AUTHOR
     category in the Conference before the final version submission deadline.</span></li><li class="MsoNormal" style="line-height: normal;"><span lang="EN-US">A selection of the best papers
     will be proposed to be published in the </span><a href="http://www.clei.cl/nuevaweb/index.php?module=revista"; target="_blank"><span lang="EN-US">CLEI electronic magazine</span></a><span lang="EN-US">. For such purpose, the invited
     author must present an improved and expanded version in English that will
     pass through a new evaluation process.</span></li><li class="MsoNormal" style="line-height: normal;"><span lang="EN-US">A selection of the best related

<h1><span lang="EN-US">Iberian-American
Conference on Higher Education in Computer Science</span></h1>

<p style="text-align: justify;"><span lang="EN-US">CIESC-CLEI´2010 it is the continuation of a
series of academic encounters held since 1991 in Santiago de Chile and along
CLEI it takes place in a different Ibero-American country each year since then,
renewing the objective of gathering academics and professionals engaged on
computing and informatics of pre and post grades higher education areas. The
Congress will include several activities standing out the paper presentation
technical sessions, forums, and discussion panels, tutorial courses and keynote
speeches of distinguished personalities in the area of Higher Education in
Computing.<br>

The papers (articles and papers) can refer to, among others, the following
educational topics in computing and informatics:</span></p>

<h1>Latin-American Master Thesis Contest</h1>

<p><span lang="EN-US">The Latin-American Master
Thesis Contest it is an annual event that takes place in conjunction with the
Conference organized by the Centro Latinoamericano de Estudios en Informática
(CLEI). The objective is to disseminate and transmit the work of Latin American
students who have recently completed their Master Thesis in Computer Science.</span></p>

<p><span lang="EN-US">Students who graduated in
Master programs in Latin American Universities may participate in the contest.
The work submitted must be by a single individual (can not be a group).</span></p>

<p><span lang="EN-US">To participate in the
contest, a summary of the thesis should be submitted.</span></p>

<p><span lang="EN-US">Contributions will be
judged by an Evaluator Committee which will select the three best theses.</span></p>

<p><span lang="EN-US">Each winning thesis must be
presented orally at CLEI 2010; the summary of each winning thesis will
published in the proceedings of the XXXVI Conferencia Latinoamericana de
Informática, to be held in Asunción, Paraguay, 18 - 22 October 2010. The work
must be presented personally the conference CLEI to receive the award.</span></p>

LAWCC 2010 is a event of CLEI 2010, a conference promoted by the Centro

communication and information technology (ITS) in Latin-America and the
Caribbean (LAC) aprocess that it has been experienced in our subcontinent for
nearly fifty years, and it already has a rich experience with prolific protects
and pioneer initiatives.<br>

Half of century from its incorporation to the reality of our region, this
disciplines have grown enough to start making a balance and to worry about its
past and origins. This reflexion and study will help strengthen the community
and the identity of the discipline, and to document the experiences that can
contribute project future developments.</span></p>

points for the development of historical investigations and the collection of

<p><span lang="EN-US">The 36th CLEI it is
organized by the Universidad Nacional de Asunción (UNA) and by the Universidad
Autónoma de Asunción (UAA), with the collaboration of the Universidad Católica
&quot;Nuestra Señora de la Asunción&quot;(UC), the Universidad Nacional de Itapúa
(UNI), and sponsored by the Latin American Center of Informatic Studies (CLEI)
and by the Entidad Nacional Yacyreta(EBY) and the National Council of Science
and Technology (CONACyT). It will take place in the city of Asunción, Paraguay.</span></p>

<p><span lang="EN-US">Paraguay it is considered
the heart of America. Its geographical location in the heart of Mercosur makes
the country easily accessible by air, land or water. As a result, its main
cities are successful in attracting conventions, congresses and fairs. It has a
